Being a girl, I believe that the most romantic thing you can do for a girl is to tell her you love her. And I don't mean just saying it to say it, you have to actual mean it! I also think that it is more romantic to tell her this when you aren't alone, try telling her it when you are hanging out with some of you two's friends. That way she knows that even when you two are with a group of people, she is the one who has all of your attention.

Honestly, I would tell her how much I love her, buy food at the store to make her dinner (something like pasta with red sauce), and after that take a little stroll through a nearby park with the moonlight shining down. Make sure to have candle light dinner. If it's your anniversary buy her something nice like a necklace and give it to her under the starlight. What you should do is ask your girlfriend if she knows how to bake pie. If she does, tell her to bake one for you. If she has never baked pie before buy her a cookbook.
