It could mean that, but not necessarily. For instance, right now there is this one guy who I used to like who says I'm special and all that for no reason. It's really creepy and kind of annoying since I know that he's not a good guy (after he brutally rejected me and trampled all over my feelings with no sympathy or compassion whatsoever) and he already has a girlfriend too. I don't want anything to do with him concerning that kind of thing, but he just keeps going. So in my case, he obviously doesn't love me, but loves to mess around.

I'm not saying that that is the case for you. I'm just saying that you shouldn't get your hopes up yet, because instances like mine can be a possibility. Use your gut feeling to determine whether this is just simple flirting to pass time or if he's actually serious. You know what kind of person he is more than any of us on BlurtIt. That's why analyze the situation using what you know about him.
