I would have to say yes. If you like them and you told them that you did, why in the world would you ignore them? That's just wrong! How would you feel if the tables were turned? I'm guessing that you would probably be pissed off...right?

Yes they will think you don't like him or lied to him. So pay attention to the guy and just be nice.
Yeah. They would. Its unfair to mess with peoples feelings like that. Its screws with people's head when somebody leads them on. Its unfair and people should just be straight up.
