Generally yes, but if you don't want him to or it makes you uncomfortable tell him to stop. A respectful guy will stop when asked!

basically yes it does means he enjoys your body and he'd rather you touch him as well witch would lead to another level, depending on who he is, he might ask you are you ready/ do you want to. Or he'd touch you in a way that'll make you want to.
