Wanting to have sex with someone is one thing, but actually considering it is another. If you care so little for your girlfriend that you'd happily sleep with her sister behind her back, then it's probably best that you end the relationship now.
It seems as if the main thing that's stopping you sleeping with your girlfriend's sister is the fact that she is your girlfriend's sister.
That gives me the impression that you wouldn't have a problem with sleeping with any other girl you find attractive - so it doesn't seem as if you're committed enough to the relationship that you're in.
