This can really depend on what your current relationship is with the girl. If she is your girlfriend or you are dating then of course you have a better chance of being allowed to touch her butt. However, if you are only a friend or a relative stranger to her it will be a lot harder, if not impossible, to touch her bottom without her being rather annoyed or disgusted in you.

Firstly, if she is your girlfriend, then although she has the right not to let you touch her, it should be okay to touch her butt if you either ask or do it slowly and hint you are about to do it. What I do is when we are lying down beside eachother I sit up slightly with m hand on the small of her back, I have my weight on my elbow holding my up then I slide my hand down her side to her butt then slowly down to the middle of her leg and pull her leg in towards me then start rubbing her butt and kissing her and lightly squeezing it she said she likes when I do that :)

Fist you have to be really smooth with it and then you grab it trust me the girl won't get mad I am one

Why your hugging or kissing, rest your hand on the small of her back, after a while you can gradually let your hand slip down.  You can also start by holding her around the waist.
