Okay so there is this boy who is flirting with me and he treats me better than anyone else and it's obvious that he likes me and i want to say something about it because I like him too but i don't know how to tell him?

Actually telling him how you feel at this stage could be disastrous and could scare him off. For now try to be best friends and let Nature run its course and if its meant to happen , it will but at its own timeline.  Unless he's dead, he will know by actions how you feel but he will feel in control and that's a good thing here so be best friends first and be patient most of all.  Good luck
