It sounds like he's going through puberty, and trust me, that happens to all guys during puberty. For a simple answer, evolution is to blame for this. When our race was young and much, much smaller, it was much more important for men to sire as many children as they could from as early of an age as they were able. This awkward, remnant trait is largely why humans number in the 6.7 billions range these days.
Not everybody get excited, but it is human tendency.

Well it depends if a man is nervous or not. If the man finds it sexual to even look and talk to a women then they have bad nervous.

Becaue men are biologically designed to spread their genes. Women have to stick around with the "side effects" of mating much longer than men do. So they are designed not to be aroused so easily in an effort to mate with the best possible genes that they can.
It is not every man that is like this. On average the sex drive of a man is about the same as for a woman the same age. Some men might be more willing to express their urges than women. But your friend seems to be an exception to the case. I am forty-seven years old and I have never heard of a man acting this way to a friend of the opposite sex.
