From a guys point of view, I would say him wanting to wait to have sex is a good thing. I guess it's a sterotype, but never the less, in most cases if a guy wants to have sex with you straight away, then 9 times out 10 that's pretty much all he wants to do. Having him wanting to wait to have sex means he cares about where the relationship is going and wants to make sure there is a real or emotional connection before rushing into anything physical.
I would say that he does want to be with you and I would make the most of this "pre-sex" time. Get to know him, let him get to know you, and you'll find once you do actually have sex that you'll both be a lot better for it and enjoy it a lot more!
