This is a very dangerous situation as guys this age only want one thing and its extremely easy for a 16 yr old girl to fall for a 23 year old who is wooing her off her feet and is impressing her friends by "landing" and older guy but he can go to jail if something were to happen here, and it mor often than not, does. It depends on where you are if it is illegal or not . Each state in the u.s. Has different laws regarding this.

Ok but wat if you knew this guy for a long time say 3 years and you wanted to date bc really liked each other and your feelings werent about sex then wat do you stilll think its illegal
