Yes, you are the parent but people create people and what mean by that is think this could be a bit of who she is as a young girl apart of her personality and we can't take that away from them.
Try some excercises like quiet time, making stay quiet for a set amount of time and give her a reward letting her know she is doing very well when she control her urge to always have to speak.
Sounds a bit like she doesn't have impulse control.

My son is 4 and I would do this and also he like to always be in the spotlight and I did excercise for that to and they helped him improve, but I know on thing get a book read up on these things, google, talk to the teachers if I am right about impulse control then that's what you want help with.

Also I tell my son, " whatever happens on this house stays in this house," and when I want my 4 yr old to know I mean business I make him look me in the eyes.

But, please don't spank maybe a nice firm tap or talk but no spanks, we have enough nuts in this world.

Peace and love I hope all is well

That hapend to me one time in the 6th grade. My friend and I got sent to the principals office. This was in the late 1960's. She had a wooden paddle hanging on the wall. She talked calmly to us for a while explaining how we should behave in class and not talk. Then she talked about giving us a few swats with the paddle. Needless to say we were scared. She asked who wanted it first? She said that it took her a few swats to get warmed up so who ever got it first would get a lighter spanking. She was good. She had us both begging to be spanked. She finally let us off the hook. She said we were to go back to class and not to let this happen again. It never did happen again either.
