There are a number of reasons that make some men cruel. Being raised in an abusive home. Being spoiled to think that they are somehow special and should always get what they want. Some men are very insecure and have low self esteem, and may be actually socially backward, and they use control as a way of trying to cope with life as a man, since men are supposed to be macho and in control. Some men have been deeply wounded, and are filled with rage. Parental neglect could also be a factor. These are just a few of the reasons I suspect that makes so many men cruel. Not all men are cruel, but there are many, just as their are women who are cruel and manipulative.
