I have strong feelings for this friend. Although I'd like to remain her friend I want to be more. I plan on telling her how I feel about her and it up to her to decide. Is that the right call? I am aware that this may make or break our relationship

With regards to the details of your last question, the reality is that she is going to say "No." However, if you are getting resentful with regards to being there at her beck and call (which is your choice), and want to bite the bullet even if it ends the friendship then go for it.
