It sounds like he doesn't know what he wants. Give him a cooling off period in my opinion.
If you come running every time he texts you, then he'll feel like he has you on tap and this behavior will continue.
How old are you both by the way?
This could just be a sign of immaturity, maybe you need to give him some time to grow up.
For some guys it takes longer than others sadly.
