The conditions for the sperm have to be absolutely perfect for it to reach the egg. Body temperature plays a huge part of it, most sperm cannot survive outside of the penis or vagina. There may still by a tiny chance that there could still be live sperm if the semen is still wet, but the distance to be traveled is basically impossible for it to reach the egg.
Ok... You use the term 'ON me'... The real question is 'Are you having intercourse, or not?' If the answer is no, and the semen he 'released' on you was nowhere close to your vagina, then no. Pregnancy cannot occur if there are no seminal fluids(technical term for sperm) on or near the vagina. So if it just got on you, and not on your vagina, there is effectively no way for you to become pregnant... However, if the answer is 'Yes, but he pulls out of me before he releases his sperm' and there is no protection used... Or it has gotten IN or ON your vagina, then yes, you can become pregnant...

You know that females lubricate during sexual excitement, well so do males, and male lubrication has sperm in it. So even if he pulls out EVERY time... You can still become pregnant. There is no such thing as true 'safe' sex. So long as you are actually having some sort of sexual contact, you can become pregnant (if sperm is introduced to the vaginal area), or be subjected to possible infection by a venereal disease (if he has one)...
If ALL the sperm stayed outside your body, then you could not get pregnant. Sperm has to get inside you to make you pregnant. But you won't get pregnant if it gets inside you by swallowing it.
