He can't "give" you something does not possess. He may very well like your company, but remains emotionally detached for any number of reasons. It may not even have anything to do with you or your efforts to gain his affections. He may simply just be emotionally unattainable. It's hard to say.
If the detachment bothers you, then perhaps it's time to move on, and find someone who can reciprocate.
