There are many possible reasons. Understanding social cues isn't an exact science and it is easy to misread them.
It is possible they like you too, but are shy.
It is possible they are just your friend and want to remain that way, but they thought you might be interested in being more, so they stopped trying to encourage you.
They are a tease and are teasing you on purpose.
