Best do it before some other guy does and leaves you only with regrets. But first do some homework and find out as much as you can about her like likes and dislikes, and then find some likes you both have in common and work on building a friendship based on those likes and the rest will follow. This works at any age so always remember this. Don't be in a hurry to ask her out but more in being friends first and the rest comes easy once you're friends.
