Whoa, whoa, whoa. Slow down there. 13? She's 13?!? And she wants--of all things in the world-- sex? Well, she doesn't necessarily have to be a certain age, but she should be older. Way older. My opinion, sorry. It can come off strong sometimes. Lol. Well, for sex to actually do it's job--the job it was originally designed for--she needs to have had her period before. That's when she can become fertile. So, to be safer, if she doesn't want pregnant(the answer better be she doesn't...lol) then it would be better to do it when she hasn't had her period ever before. But, still, she should wait. If she has no plans on waiting until she's married for sex, maybe about 16 or 17 at the youngest is when she should start. She shouldn't start too young, because others might label her easy, a tramp, or trashy. Those things are not what she wants to be called. She should wait until she's AT LEAST 15, no younger than that.
