At What Age Does A Girl's Chest Mature?

For females, it differs which depends on your hormonal status. Your hormones are chemicals in your body and decide when it needs a change. Its a bit like adrenalin which is also a chemical. Hormones start from 9 and onwards. This period of time is when breast enhance, periods happen, hair more greasy  and pubic hair.
Hope this hasn't put you off but we all develop at different stages. I'm actually and I have a flat chest and no periods(I lied about my age he he he)my hair is awful greasy.

I want to know how to get a girl mature. She is 24 of age now, yet periods are not started.  She is still unmatured. Any tablet for it.
