You cannot for anyone force anyone to love you. If you are in your teens, it is most likely just a phase where your brother is trying to find hid independence and doesn't want his sibling hanging around. It isn't that he doesn't love you, he is just trying to find himself. My older brother and I fought and didn't get along at all in our teens, but when it came down to it, he was there to protect e when I needed it.. And as we grew up things have changed and we get along great.
Stop trying to force it. If you guys have something in common (such as playing basketball), ask if he wants to get some friends together and play a game.
Otherwise, just know that if you guys are young - in your teens - between puberty and growing and maturity - there's a lot going on for both of you. Your relationship may improve as you get older. So wait for an opening to what he's interested in and see how you can fit in with that. Good luck.
