My friend's 13-year-old brother does the same thing to my friend, and he walks around naked even when I'm over at their house. I can see my brother doing that when he's 13 as well. It's just a 13-year-old boy thing.

Rather than overthink it at present, just deal with it as an issue of respecting your things and leaving them alone unless he asks your permission first.
That may well eliminate what might be simple curiosity on his part---which may in fact have been the main motivation for that behavior rather than the "softness" issue.
I watched a programme about this the other day, when he refers to "softness" he may be referring to character, a woman has a softer character which allows him to get in touch with his softer side instead of feeling the need to be macho. Just let him be, he'll work it out wherever that leads, it doesn't mean his transgender he may just be experimenting, or be transvestite like Eddie Izzard, but he is at that stage of puberty so his hormones and self identity will be all over the place it could be just be a phase. As Tom says if him using your things bothers you then make it a respect issue.
Maybe he just likes trying on different kinds of clothes. Like when my 10 yr old cousin wears her older brother's boxers as pajamas 'cause she says they're more comfortable than her pajama pants. Just gotta let them be themselves.
