He's definitely flirting. It doesn't necessarily mean that he has a crush on that girl, but it sure means that he's flirting with her. People can flirt with others without actually liking them that way, so don't mistake it for a crush just yet. There are other factors that need to be taken into account to determine that.
But hey, even though he may not necessarily have a crush on the girl, at least he likes her at the very least as a friend. That's a good thing and possibly a good start for something possibly more.
