To answer this you must ask yourself: Are they human? Whether or not humans have the right to high quality provision that meet their individual needs is your answer. As human beings we all have certain rights. Everything else is privledge. People seem to confuse the two often nowadays. For example; the so called right to free speech in the USA is a farce. Quite honestly everyone with a voice since the dawn of man has had the right to do whatever they feel like, nomatter what it is, including speak, whenever they choose. The only catch is everyone else has the right to do whatever they want also, including, but not limited to, shut you up by whatever means they deem necessary. Other people can niether grant or take rights, they can only excercise their own.
