No! 13 is still young! You shouldn't be worrying about that! I know that some people can have legitimate crushes very early (my one and only was at 12), but lots of people don't ever have one until into their 20s.
Meh. Not everyone gets crushes and not everyone gets them at the same time. I had a major crush at that time on a cute boy who seemed to be in all of my classes, but that was my only crush.
