The reason the escorts themselves are usually arrested might be the fact that its not only soliciting but also because its breaking the law.
The fact that people are paying encourages escorts to continue doing as their doing. That's a problem. Because if you support something you know is wrong its unlikely that any corrective action will ever be taken.
Doing it is wrong
Supporting it is wrong.
So both parties are just as much at fault
