Who can marry people besides a judge, priest, or rabii?

A rabbi is a Jewish priest.
In England, couples get married by a Vicar in a Church, or by a Registrar at a Registry Office.

A sailor can marry you on a boat.

A judge and a  Justice of the Peace (JP) can legally marry people.
