If The Custodial Parent Leaves Their Child With A Grandparent Does The Other Parent Have The Right To Come And Get Them Or Send Someone After Them In Their Place?

No not unless left for very long time. Custodial parent does have a right to leave the child with whoever they feel is safe like grandparents and unless there is an endangerment at their residency or the kids appear to have been abandoned, there is nothing legally you can do, sorry

I had my grandkids for 4 years now they have me custodail of them now can there mom do enything about it she aint seen them in 2years.

Depends is their an order regarding the custody of the child? If so then no and if they do come and take the child then the other parent can charge them with kidnapping and can be held in contempt for not adhering to the custody agreement. On the other hand if the child has been left with the grand parent for an extended period of time the other parent can have an emergency hearing filed to gain control of the child in the parents absence.

If there are no papers or agreements then each parent has the right to the child at all times. If one leaves the child there is nothing to stop the other parent from regaining the child. That is why there are custody papers, to avoid one parent from taking the child to another state or what not. Papers protect both parents. Without those papers each parent can do what they want with the child without being charged for kidnapping.
