Clearly, he is not very interested in having a girlfriend. He may not be mature enough yet or may prefer to spend time with his friends.
I suggest that the next time he does this, tell him that that's the last time you are going to ask him to make plans with you. Then wander away from this relationship. He is a waste of your time. There is certainly no future with this guy.
