You don't have to be romantic on every date. Sometimes it's nice just to have fun as friends :) If you can do that, you might find your relationship gets better, because you can be silly with each other as well as serious. If you really do want a moment or two to yourselves, just excuse yourself to go to the bathroom or something - it's not uncommon for girls to go to the bathroom together and chat for a bit, so it won't seem that suspicious. Have fun :)
Why not just be 14 year old girls at a sleep over? If being "romantic" is more important to you both, then you may want to skip the sleep over all together. If you really want to attend the sleepover then perhaps you can skip the "romance" for one night.
I think a sleepover is a time for group fun, not a venue for romance. Just enjoy your friends.
Just let things go with the flow, don't make things too noticeable around a bunch of people if you plan to be romantic with her, do it in privacy of either her home or yours, keep noise/ voices at reasonable level not too high, not too loud laughing ..
