Let's say a friend of mine has a boyfriend who has a hold on his record and he can not sign up for classes because his mom refuses to pay for his tuition, now what can he do?

Unless he tries for a student loan or financial aid or goes for a part-time job, there's really not much he can do.It's the same boat a lot of people are in that I know of, where if they don't have the money to pay their way for tuition, then they lose out.
