It is not normal for your cat to smell like urine. Cats spray other objects not themselves. Given that this is a female cat I would have her tested for a urinary tract infection. If she is urinating frequently or spending more time in the litter box this may be contributing to her new urine smell. Also monitor her for urinary incontinence--this could be why she has urine on her fur. Have your cat examined by a veterinarian.

She could be peeing and rubbing against it. Cats urinate to mark their territory so maybe you could watch her really carefully and see if she's doing this.
Also grab a black light so you can see if it is urine on her and if she's left any 'treats' that she's rubbing against.
