I think so anyway it can happen the other way round. Both my parents have brown eyes and I have green eyes. Plus none of my relatives have green eyes. They all have brown eyes and about 3 relatives that have blue eyes but not green!
No because if they were carrying a brown trait it would be dominate and that parents that is carry the brown trait would have brown eyes. So one of the parents would have to have brown eyes to give it to their child. Brown is the most dominate. Green is recessive to brown but dominate to blue and blue is a recessive trait. Green eyed parents can only have children with green and blue color eyes. So both parents have to carry the blue trait to have a blue eyed father.
