Doesn't matter if you have a way to call 911 or not, if it is a true emergency.
Should a person get in trouble for driving to emergency room without a license during an emergency if he or she has no way to call 911?
It depends on how badly they are driving. If they are putting more lives in danger with their bad driving, then yeah. They should drive as far as they need to use a phone to call for help.
