I've gotten a new computer with tons of ram and storage, and a decent wifi signal. Strangely however, I still see extreme lag spikes, and my games often freeze. How can I stop this D:

None of those things determines performance to a higher degree. Ram only contribute somewhat, since most modern heavy games only uses 4 gigs at most. What matters the most is your Processor and your Graphics card.

While I'm not sure how good they're considered generally, they're apparently much better than those of a friend of mine who doesn't freeze at all ;-;

if you have products like Norton or Mcafee, replace those Antivirus with AVAST free... And unistall programs that you don't use or need. And turn off startup programs that aren't necessary. Do a bit of research about this so you don't mess things up.

New computers usually come jam packed with preloaded 'bloat' software that isn't needed (HP and Acer are famous for this)
