Food stamps for food.

Sexual health clinic for condoms.

If you start mixing the two you could end up chewing gum that will last forever, and wearing a bread bag for protection.

I don't think children, old people, 50+, disabled, mentally and physically handicap. Would not need them. Will they be arrested or deny FS if they refuse to accept them?

For those who do accept the condoms, are you or someone going to make men wear them or teach a class on how to properly use a condom.

So Jam, you think people over 50 or have a disability are not having sex? Or do you think that condoms are just for birth control? They are a barrier to prevent STDs and other infections.

@Gator, my answer was geared towards sarcasm. As he was referring to people having children . I was merely pointing out that not all people getting FS, welfare and help are having "lots" or any children.
As for anyone having sex, condoms are an excellent choice for ALL.

Who's going to pay for these condoms?

The state?

Seriously? What job does the state have to earn the money that pays for everything? As you know, "government money" (state or federal) is money paid by the taxpayers.
