Sisters-in-law belong to the genus woman. Some are hot, some are not. It would be inappropriate to drool.
When I first met Mrs Didge I visited their home unexpectedly and when her gorgeous sister answered the door, I was reduced to babbling. Then their dog, who was a very good judge of human nature, took an instant dislike to me and charged. Without thinking I dropped down on all fours and barked at it. The dog skidded to a stop and we became instant friends.
But that happened in 1958 and my sister-in-law STILL thinks I'm insane.
Nope not weird. I think my sister in law is hot too, you can say it, joke about it, talk about it.....but do not touch or act on it!

Like the others have said, it's not abnormal.
But if you think she's better looking than your wife, watch out. At some point, you WILL say that - and wind up sleeping on the couch (if you're lucky).
