Sure. I was an ugly child and turned super hot in my teens. Here's a pic of me when I was 15 years old. Hotter than the sun.

This is actually apropos of nothing at all...but your Q reminded me of a wonderful story about Winston Churchill...
Sir Winston was at a cocktail party, and overindulging in the libations as British aristocracy has been known to do on (rare) occasion...well a lady came up to him and said, "Winston Churchill, you are drunk!"
His reply, "Yes madam I am, however when I wake in the morning I will be sober but YOU will still be ugly."

Everyone is hot in their teens
Well, everyone has their "Awkward" years . . . Certain parts of our bodies may develop at faster or slower rates, but Symmetry is part of genetics. You either have it or you do not.
So, if someone is genetically predisposed to have symmetry then they will be slightly more attractive then those whom do not. Some awkward ages can usually range from 11 - 15 . . . Some can even go a couple extra years . . . I knew of two brothers, who came from the same pair of parents, but one received the "lion's share" of good symmetry genes while the other was clearly robbed.
As I said before most people look awkward in their early teens. You will come into your own in due time. In the mean time do your best to work with what you have. Wear clothes that actually fit. Clothes that are too big and sag make people look sloppy. Clothes that are too tight make thm look like they are trying to hard. Same thing with super trendy clothes. And walk with confidence. There is nothing hotter than a confident guy.

We all change over time. As a teen I was small for my age, had a terrible complexion, and definitely felt ugly. Came to find out that, altho I felt that way, most of my peers didn't feel repelled by me at all, And at my class reunion, I discovered that that a few years can make the "hot" not so hot, and the 'not so hot" really hot. I have to be honest and say a couple of those folks made me understand the feeling of Schadenfreude.
