Not being a guy, my guess is that he's trying to get your attention by any means possible, even if he has to be a jack-a$$ to do so.
If you and he talk, you can tell him (if it's true), that you like him okay so it's not necessary to do the other things in order to gain someone's attention. Tell him to just be himself and he will have more friends that way.
