A women is sexy in her way of confidence, style that she follows, her behavior towards others, her optimistic approach . She is not something related to outer beauty in terms of figure or appearance. It's all about the state of mind, behavior and handling different situations calmly.

first of all, it is important to consider that 'being sexy' is a highly subjective concepts. There might be some features or characteristics you think are sexy and others you think will never be, and the same is for everybody else.
Nonetheless, many magazines for men and websites make a list every year of the sexiest women in the world but each one of them is different (just to reinforce the concept that "being sexy" is indeed, a really subjective thing) and plus vary according to different countries. For example according to FHM, one of the most popular magazines for men, Jennifer Lawrence is this years' sexiest worman alive:
Whereas according to FHM's India, Deepika Padukone is the sexiest woman alive in 2014:
As you can see, these two women are completely different and so is the idea of "being sexy" that each one of us holds.
