Sorry, but unless he is dead, that will be very hard unless you have contacts within the government or banking circles. Even then if you got the number, whomever gave it to you would be risking their Job

I would call him tell him why you need it, thank him and hang up! Any real father would comply even if you were not on speaking terms

Well I suggest that if you really are entitled to the insurance for health reasons and really want it then you would open up your mouth and talk to your father about the id card. You took the time to research see if you are entitled to the card then start talking!!!

Call your local branch of social security or you can get them on line. But they will ask yor your dads name and other imformation.
