Yes. In the 60's, I received spankings in different ways (and so did many other kids - boys and girls). Most spankings were across underpants, with trousers pulled down - usually in private. But, frequently these 'low level' punishments were carried out in front of the class. I had many such spankings and quite a few were for trivial reasons - but were also in front of the class.
However, more serious or persistent offences received a sterner punishment. This was usually carried out by the headmaster in private. But, once again, it would take place in front of other children or the whole class if the child required embarassing, in addition to punishment. The punishment was predictable. The naughty child would have their trousers pulled down and their bottom and back of the legs would be smacked hard, as the head gave a stern lecture about why the child was being punished.
The head would continue smacking across the underpants until the child was genuinely crying and was desperately trying to get up. The head would then take hold of the elasticated waist of the child's underpants and lower them swiftly to the ankles. Usually he would take the trousers and pants off completely, but sometimes he just pulled them down.
The child would receive a real hand tanning across their bared bottom. Sometimes, the head would administer the stick (cane).
I had four bare bottom spankings (two in front of other children, one in private and one in front of my class) when I was in junior school (7 - 11 yrs old). In addition, I remember having three bare bottom canings (two in private and one in front of a class - but not my class). I also had numerous spanking with trousers down. And .... To think that I was generally a good lad.
I had more in high school - but that's a different story.
Oh by the way, I expect some people to say that I'm making this all up. I know. I know. You see, all corporal punishments in UK schools were supposed to have been officially recorded in a punishment book. Don't make me laugh. I don't know of anyone who had their punishment recorded (and I knew many kids who were spanked and caned - across underpants, knickers and bare bottom). In my cousin's school (25 miles away in the city) pupils were strapped and caned - yes bare bottom as well. My cousin had a real bare bottom whacking for fighting.

Wearing underwear (boys and girls mixed) was common up to the mid 80's at least. I know for 100% certain because I was a teacher at a primary school between 1984 - 1989. All children were required to wear PE top and shorts. If they forgot, they knew they would have to do PE in just their underwear. And ... They would have to walk outside, en-route to the hall or, if it was raining, walk through another class of children and down the school corridor.
So, please don't think I am some creepy pervert trying to get some cheep attention. I'm telling you what happened. Whether you agree or not, it matters not one single jot, because i know it happened. I speak from experience and from the voice of a teacher.
