Ask for a smaller pet like a hamster or a guinne pig first to prove that your capable of looking after an animal buy yourself and once they see how attentive you are try asking again?
Either that or browse on your local rspca website for cats an kittens and keep hinting, thats what I did

Wait until your parents allow you to get one. They are probably worried that you will not take care of it properly and they will be stuck instead doing it. Maybe when you are a little older they will ok it.
