He wants to come over and visit or he wants to come over to live at your house? I'm confused as to which one it is.
If he just wants to visit, ask your mom if it's ok if he comes over for a couple of hours and then let her know who will be in the house to serve as a chaperone as two teenagers of the opposite sex should not be left alone for any length of time.
I'm confused too about the term "stay". Is that a suggestion that he wants to stay for a night, a few days or live permanently?

Well, the very fact that he is asking to "come over and stay" is weird to begin with---assuming he actually used those words.
So there is no way to ask your mom without making it weird.
Don't ask your mom. Its a lot more fun if you are sneaking around. Just tell him to come over at midnight. Godbless and stay safe.
You are 14 and he is 16, I doubt your parents are going to allow this.
