Are 20-odd yrs olds, who were very young teens/preteens when the family's 1st grandchild was born to a teen mom, obligated to continue assisting maternal grandparents to raise the now preteen child?

No, they are not. Those younger siblings did NOT lay down and create that child, therefore they are NOT obliged to care for or raise the child. It was the choice of the eldest daughter to lay down and she can very well deal with the hard bed she has made for herself. If the maternal grandparents have decided to enable the eldest daughter's irresponsible and reckless behavior by raising her child for her then more power to them, BUT their younger children have made no such commitments and should be left alone. If they wanted to take care of and raise children then they would have their own.

No..not on a legal basis. They have no legal obligation. Perhaps on a moral basis as a family but only to help around the household .. they have no say whatsoever on raising anyone's child.
