If your femur is fused does that mean your Tibia or fibula or back fused I wanna be 5'10 I'm nearly 5'8 my dad 5'10 mom 5'5 it feels like i haven't really grown?

It means that the doctor can see no trace of the growth plate.

Generally it pretty much means that that bone is finished growing.

Each of the "long" bones has a growth plate

I'm not sure what you mean by fused. 

FYI: You are probably not finished growing yet.  Your overall height is comprised of your entire skelital structure .. Including your spine, hips and skull .. Not just your legs. THey  say you don't grow much after puberty, which is around the age of 18 yrs old.  In any event, your predetermined height is dictated by your DNA, not your parents heights.
