He probably likes you a lot. Maybe you never really noticed or paid attention to him before, so this caught you by surprise. But I think he does like you. He wants your attention, most likely, and by staring, he thinks he'll get it from you. Either that, or he unconsciously wants to get to know you better, and wants to become friends with you, so he's checking you out (in a friendly way), and maybe you guys can hang out together. If you don't even remotely know him, maybe act friendly and sweet, but only "friend-like" and not "i-love-you-since-forever like". If he's purposely staring at you (I don't know the details so I might be wrong) to annoy you, then tell someone. If it's more like an unknowing, innocent stare, that's normal. Did you ever try staring back? Lol see what happens. If he looks away and blushes, there's a chance he likes you. It all depends on what you think of him :) You might be able to like him back! Or you might ignore him and move on!
