Did you pay for it already and he's refusing to give you what you paid for? Tell him to give you your money back or the program, if he refuses take him to court.

Well, however you paid him, just stop payment. If you paid by credit card, then call your company and dispute the charge and get a refund. Doesn't matter if he likes you or not. Dispute the payment! Easy enough to do ! Even if some time has passed. Card companies will work with you.
