Do you think someone like a step mother should have a say in whether or not a teenager should have their hair cut?

Depends on the circumstances.

If the teenager is post high school graduated and is a male who needs to clean up for a job than yes. I think the step mother should let the biological parent handle it though. While I believe the step mother has an opinion I believe all decisions should be made and executed by the biological parent.

If the kid is still in high school and its really not hurting anybody then no. Let them express themselves as they see fit. Step mother needs to pick her battles very wisely.

If you're a minor and live with your Dad and step-Mom, she has a parental right to aid you in making decisions for and with you.

Well technically you are her legal guardian I suppose, I'm not sure. But if your teenager decides to cut her hair and it turns out badly then she'll have to deal with that.

no your a teenager by now you should have a say in what happens with your body that's how it happens with me but different people have different perspectives on things like that.

No. In fact, I don't think any parents should have a say in what happens to a teenager's hair. Let that teenager do what they want with it. Use this time now to let them learn by themselves how to keep themselves looking decent and having good hygiene. If you don't, they're going to grow up into the adult world looking like toilet.
