You can't get better at talking if you never try. I would suggest either some group dates with several other people, or just running over to Sonic or Burger King for a Coke.
The way to get to know someone is to ask questions. Write some down when you're at home.
What's your favorite childhood memory? What's your favorite subject in school? Do you have any brothers / sisters? If you had a chance to be a profiler with the FBI, would you do it?

If this "date" goes well, go for a long walk - no phones! Throw a Frisbee around. Take his dog for a walk with you. Everyone feels nervous when getting to know someone - just have some fun with it and just enjoy getting out of your comfort zone for just a little bit. Good luck.
